WHICH LICENSE IS FOR ME?

         Save yourself money and take the Masterís License Course.  It is not necessary to take the OUPV License Course first and then take an upgrade to a Master's License Course.  If you qualify for an OUPV License, you also qualify for a Masterís License.

     At American Marine Training Centers, L.L.C. we offer courses for the Operator of Unispected Passenger Vessel (OUPV, aka Six-Pack) and the Master, not more than 100 Tons.  The correct license for you is based on your planned use of the license.

     If you plan to use your license running your own small vessel and carry six or less passengers for hire, then the OUPV license may be for you.  It will allow you to carry up to six paying passengers on your vessel without having to get your vessel inspected by the Coast Guard.  Most who have an Operators of Unispected Passenger Vessel license, run small fishing charters and small sightseeing boats.  This license is by far the most popular for fishing guides and the easiest to qualify for.

     However, if you plan to operate an inspected vessel, capable of carrying more than six passengers, you should look into a Master's License.  This license will allow you to carry more passengers and operate larger vessels.  You may still operate an uninspected vessel doing "six-pack" charters.  The size of the vessel will be determined by your experience (sea time).  See "Sea Service Time" below for details.  This license requires a slightly longer course, but will provide more advanced opportunities for you.

     Another consideration you should think about is what waters you plan to operate in.  Coast Guard licenses will be issued for inland or near coastal waters.  Inland endorsements are good for inland waters only.  This means if you plan to operate a vessel on the coast, you need a coastal endorsement.  Most people who qualify for a license will get an inland license, as many people do not have the sea time running a vessel on coastal waters.

     The Coast Guard evaluates you on your Sea Service Time.  Time spent on your vessel (over 16 feet) can be documented by you, as long as you own the vessel.  If you have spent time on someone else's vessel, you must have the owner sign the form documenting your time on that vessel.  The Coast Guard designates one day of sea service as at least 4 hours underway (away from the dock).  You cannot count more than one day in a 24-hour period.

 

All licenses require these items:

  • 18 years of age
  • U.S. Citizen (not required for OUPV and operating vessel less than 5 net tons)
  • Speak and understand English
  • Physical exam
  • Drug testing
  • Transportation Workers Identification Credential (TWIC card)
  • Current First Aid and CPR card

 

Sea Service Time:

OUPV INLAND - Minimum of 360 days of qualifying sea service time (back to the age of 16 years old) with 90 of those days being in the last three years.

OUPV NEAR COASTAL - Minimum of 360 days of qualifying sea service time (back to the age of 16 years old) with 90 of those days being in the last three years and 90 of those days being on Coastal Waters.

MASTER INLAND - Minimum of 360 days of qualifying sea service time (back to the age of 16 years old) with 90 of those days being in the last three years.

MASTER NEAR COASTAL - Minimum of 720 days of qualifying sea service time (back to the age of 16 years old) with 90 of those days being in the last three years with 360 days spent on coastal waters.

Sea Service time counts from time on the water from age 14 and a vessel greater than 16 feet.  Certain military sea time counts towards your license also.
